Rural Security WorkForce Initiative (S4X) is to enhance safety, resilience, and economic opportunity in rural communities by developing a locally trained security workforce tailored to the unique challenges of remote and agricultural areas.
Core Goals:
Protect Rural Assets
Prevent theft of farm equipment, tools, fuel, and livestock.
Secure construction sites, heritage properties, and remote infrastructure.
Empower Local Communities
Create jobs for residents in security, hospitality, surveillance, and emergency response.
Offer training and career pathways in rural safety and resilience.
Improve Emergency Readiness
Reduce response times in isolated areas through local patrols and monitoring.
Support lone workers and vulnerable residents with rapid communication tools.
Support Sustainable Development
Safeguard investments in rural regeneration, tourism, and agriculture.
Ensure that new infrastructure projects are protected during and after construction.
Foster Community Trust & Collaboration
Build partnerships between residents, local authorities, police, and emergency services.
Encourage community-led reporting, awareness, and prevention strategies.

My name is Sharlene (Charlie), and I’m reaching out on behalf of the S4X Rural Security WorkForce Initiative, a new pilot program designed to enhance community health, safety & wellbeing, support local employment, businesses, and protect rural assets across Scotland’s remote regions.
We are excited to announce that Isle of Mull, Hawick & Strathnaver has been selected as one of three pilot areas for this initiative. We are based in Hawick Our goal is to work closely with local businesses, accommodation providers, community organisations and residents to:
- Improve security infrastructure for farms, tourism sites, and rural construction projects
- Develop a locally trained workforce for patrols, monitoring, emergency support & events & hospitality
- Support wildlife and heritage protection through community-led efforts
- Enhance visitor and resident safety during peak and off-peak seasons
- Identify new community projects and gaps to create other opportunities
